A diagnosis of the IRIB suggestion system and its features

The aim of the present study was to identify the features of a desirable suggestion system for establishment in IRIB (Islamic Republic of Iran Broadcasting). For this purpose, qualitative data were used. These data were collected with the in-depth interview technique. The population under study consists of IRIB managers, university professors, and those in charge of the former suggestion system at IRIB, from among whom 20 people were selected by a purposive method. First, the reasons for the failure of IRIB's former suggestion system were identified and classified into 8 categories and 29 subcategories. The categories were "managers' inattention," "referral of the suggestion system to the organization's public relations," "incorrect generalization of the suggestion system," "inappropriate advertising and culture-building," "the absence of planning and baseline studies to examine the dimensions of the suggestion system," "inappropriate expansion to other stakeholders," "not paying attention to the differences between a media organization and an industrial organization," and "failure to allocate an appropriate budget." After that, the features of a desirable suggestion system for this organization were extracted in 2 core categories, 8 categories, and 75 subcategories. These indicators were: "leadership and management," "training and empowerment," "advertising, culture-building, and information," "organization," "information system and knowledge management," "processes," "motivation system," and "key performance results."
